I suspect that may be Witton lakes.
Birmingham Live shows the same photograph and claims that it is Brookvale Park (the 5th photograph in the link below):

I wonder whether the photograph was taken on the far side corner of the park's George Road/Park Road entrance, just past the boathouse, with Witton Allotments in the background?

Brookvale Park and Wilton Lakes timeline.

1904 – reservoirs became surplus after the Elan Valley supply.

1909 – Brookvale Park (Lower Witton Reservoir) opened as a public park.

1923–24 – Birmingham Civic Society was preparing designs for Upper Witton Reservoir, but work was still incomplete.

1926 – Witton Lakes Park is generally regarded as opening to the public.

Birmingham Mail Sep 1925.
The above picture shows the new boathouse, which combines with it a refreshment room and shelter, now being constructed at Upper Witton Reservoir. The reservoir and ground comprising 61 acres will, the Parks Committee hope, be available to the public next year. A new landing stage is being erected, and the larger reservoir will provide a fine stretch of water for boating… being about the same size as the lake at Brookvale. Anglers will be able to participate in the opportunities that will be afforded for fishing.

Answering my own question, I would say that it was taken facing George Road, with Witton Allotments behind the photographer. The opposite of what my previous words had suggested.....

Brookvale Park did not have a model yacht club. It have rowing boats and then a manned yacht club. The yacht clubs were at Witton Lakes uper lake and Bournville Lake who still operate
Loved the rowing boats half a crown for an hour. Took a girl out and pulled in to the island in the middle & left her there (just for a while) She was not amused! They also had a motor boat which cost 4 pence for a circuit of the lake if memory serves me.

Yes that's right the motor boat. They had one in Sutton park too. I cannot remember if there was a cafe at Brookvale. if so It would have been above the boat house like at Witton Lakes.
