I wonder whether the photograph was taken on the far side corner of the park's George Road/Park Road entrance, just past the boathouse, with Witton Allotments in the background?

The picture looks like a special event. There was the seventh annual contest for the McDonald Trophy at Witton Lakes in 1937.
Also at Witton Lakes in 1950.

Witton Lakes had a dedicated model yacht club for this type of model. It was based in an old Nissan Hut adjacent to the café and park keeper’s hut
