Answering my own question, I would say that it was taken facing George Road, with Witton Allotments behind the photographer. The opposite of what my previous words had suggested.....Birmingham Live shows the same photograph and claims that it is Brookvale Park (the 5th photograph in the link below):

I wonder whether the photograph was taken on the far side corner of the park's George Road/Park Road entrance, just past the boathouse, with Witton Allotments in the background?

Loved the rowing boats half a crown for an hour. Took a girl out and pulled in to the island in the middle & left her there (just for a while) She was not amused! They also had a motor boat which cost 4 pence for a circuit of the lake if memory serves me.Brookvale Park did not have a model yacht club. It have rowing boats and then a manned yacht club. The yacht clubs were at Witton Lakes uper lake and Bournville Lake who still operate
Yes that's right the motor boat. They had one in Sutton park too. I cannot remember if there was a cafe at Brookvale. if so It would have been above the boat house like at Witton Lakes.Loved the rowing boats half a crown for an hour.
