Yes, considering it links the two stations and a lot of the bus services as well as the Bullring and HS2, it could be better.
 
As well as improving it, put some cameras into these places and prosecute 'littering' (including urinating) offenders (you can be fined for this in public places).

Many councils have found that combining better public facilities, clearer signage, and visible enforcement is more effective than relying solely on fines.
 
My neighbour had the Flying Scotsman trip for a present and went into town by train and walked to Moo(r St.He said exactly the same ( before it was online) that town was disgusting.He only rarely visits town and said will steer clear from now on.
This takes me back to the old outside markets that everyone is nostalgic for.....always smelt and the underpasses no go areas later in the day.
