If the writer of the message on the sandwich board is looking down he must be chuckling to see how we, some one hundred plus years later, are trying to work out the complete message. :D
 
Could it be advertising the play The "Mind the Paint" Girl that was first produced in 1912 could it have been playing in Birmingham at the time?

I think that is an excellent suggestion, however I don't see "girl" on the board. Nevertheless, carrying on you suggestion, is it possible that the bottom lines first word is "at" followed by the name of a theatre? Yes? No? Maybe? Haha

What's a 'dressing bag' please?
The song was apparently called 'Mind the Paint' - no 'girl', so perhaps it's advertising the sheet music rather than the show.
 
A view up Hill Street in 1955 when I was having fun about town although I was due for National Service a year later. Laura Dixon Schools of Ballroom Dancing ... I remember the adverts but never enrolled. Some nice cars parked in Hill Street.

Great picture, Phil. May 1955 was when I went in. I certainly remember Finlays, and Laura Dixon was a name I knew, but never had an interest in dancing and still don't to this day!

crikey what is that statue of ...it almost looks unreal and higher than the hall of memory...looks like some sort of games..maybe the the british empire games..

It was probably connected with the Birmingham Civic Pageant in July 1938. Maybe there might be other photos of it regarding that event.

I caught a glimpse of the statue in the Youtube video in post#24 of that thread. 1min 20 secs in.
