I don't know so I'll have to use a bit of logic and finish up with a guess. Sir Walter Scott was the governor of the Union Insurance Company from 1824 to 1832.
It is possible that as he was such a well known man they would put an image of him on the outside of any branch office they might of been building at the time, possibly in Birmingham.
So as I haven't a clue where that might be, I will guess Colmore Row.
Sounds completely plausible doesn't it, which usually means totally wrong.

It does sound very plausible,but its not Colmore Row,in fact it is in a Street in between Colmore Row & Corporation Street,& if you look no more than 10 yards to the right of Sir Walter Scott you will see this.

my suggeston and if my memory serves me right it was on the wesely assurance society union building in time gone bye it wasvirtualy facing lewisisbuilding and it was a very tall building and it was always litt up .at night ,
I may have been right with W.H.Smith Corporation St, your side street must be at the side of the old W.H.Smith building. See this listing from the Public Monument and Sculpture Association.
