The sign says 'Angra Rest' I think Angra was in the Portugese Azores and was used in the WW2 as a base for the anti submarine war. E.

It looks as if they are sitting in the audience for something; There seem to be a couple of children - and the dog - so it must be a barracks or base. I agree about the flags - there must be a clue there. It does seem to have an RAF look about it. Could be worth sending a copy to RAF Cosford museum..?
