From the site mentioned by Mike in the thread "Council Recovery Plans" there is a report of the monument called "The Eternal Wall of Answered Prayer” being built and located between the M6 and M42 near Coleshill in Warwickshire — close to Birmingham Airport and visible from major transport route.

The monument is planned to be about 51 metres (167 ft) tall—more than twice the height of the Angel of the North in the north of England.

This is what they say about the funding…
“Private donations & church giving. The charity says it has reached the initial £40m fundraising target from “donors across the world,” with 20,000+ supporters backing the build. The site land was donated by IM Properties (Lord Edmiston’s company), which also made a “significant” cash contribution toward construction. Alongside regular donations, they’ve run targeted crowdfunder pushes and invite corporate partners to sponsor elements. Although the monument’s build cost is covered, they’re still raising c.£5.7m for site infrastructure (car park, visitor centre, landscaping).”
I bet they charge for administration.
