Thread 'William Street-1851'

Good morning everyone.
I am researching a family member on ancestry and have found a street name on an 1851 census from Birmingham. I have attached a photo (marked with a red circle). It states Thomas Cardall and his wife were living at William Street, I believe (from looking at the family above them) that it says 'Hackers' or 'Hackels' building but I cannot find any more information on this, the census states it was in the Birmingham St Thomas area of Birmingham.

If anyone could shed any light on this I would appreciate the assistance. Thanks for your time

It's too low to be an air raid shelter. Might be a coal bunker. I suppose it could be an outside urinal, but it does look as if it has a roof, which would rule that out as not tall enough
