City of Birmingham Tramways Co Ltd, steam locomotive No 18 was ex-Birmingham Central Tramways Co no 18 in 1896 - it was built by Kitson of Leeds in 1885.
The trailer car is one of the long 70 seat (34 upstairs, 36 downstairs) single-ended ones, either of the 125-130 series built by the Midland Carriage and Wagon Co in 1899, or 131-136 series built by CBT themselves in 1900. I can't discern the number from the photo.
The Perry Barr (steam) route commenced 25 November 1884, operated by the BCT company until 1896, when CBT took them over.
The CBT company's steam tram operation finished at about midnight on 31st December 1906, and their electric trams started the next day, running until the services and some of the "company" trams passed to the Corporation Tramway Department after 30th December 1911.
