My information about all this is that David Blair gave Burns the flintlock holster pistols and Burns famously acknowledged their receipt.. They have Blair's marks imprinted. The excise pistols are quite different and may well have "come with the job". The two are compared below:
As for Dr William Maxwell, Burns gave him the pistols from Blair just before he died.
Blair already knew William and his older brother James Maxwell from previous encounters.
The Balmerino Dirk has a quite different provenance. Maxwell owned it initially having paid a small cask of Ferintosh whisky for it. It was stolen from him and stripped of its silver. He later regained it and he gave it to Burns. Burns chose not to have it repaired and gave it to David Blair who left it to his eldest son, also David. It eventually turned up over 100 years later with solicitors in Glasgow as a bequest and was donated to the Mauchline Memorial Tower Museum and it's now held at the Dean Castle Museum in Scotland.

I have just read this informative account of David Blair, having come across some flintlock pistols presumably made by him and currently possessed by a successor of the original owner. My friend, who has the pistols, which have been in his family since the early 1800's, is keen to find out more about these firearms.
The pair of pistols are very similar to those sold in the USA in 2021, described as
Lot #1141:
(A) CASED PAIR OF PRESENTATION FLINTLOCK DUELING PISTOLS TO CAPTAIN WM. MARSHALL, CANADIAN FENCIBLES, 1805.
While those firearms were marked Blair and Sutherlands, my friends pistols are simply marked BLAIR. The presentation case is identical, along with the accessories (including a dual cavity flask, some 56cal round balls and a bullet mould).
What we don't know is why these pistols were presumably custom made by Blair, who commissioned them and why.
Engravings on the pistols include animi indicium grati, Joannem Anderson Armiger.
My friends ancestor, from whom the family have inherited these firearms, was apparently named John Anderson. The family know nothing about him.

As you say these are certainly Blair flintlock pistols but they do not seem to have the silver components of the Blair & Sutherlands pair which I thought were unusually fine (though I'm no firearms expert). On the inscription, armigerum means "Esquire" as pjmburns says. In older times "Esquire" could be taken to denote a member of the gentry who had the right to bear a heraldic coat of arms.
So I would translate the inscription as "A mark of gratitude to John Anderson Esquire". I think this type of inscription is fairly characteristic of antique flintlock presentation or duelling pistols from the late 18th or early 19th century. This type of pistol would have been commissioned as a prestigious gift or token of respect - typically between members of the gentry although sometimes by appreciative colleagues in the military (but in that case the rank would usually be stated) and occasionally as an outright special gift of respect in much the same way as David Blair made his to Robert Burns. So our task now is to find an upstanding Anderson perhaps, although by no means necessarily, from our neck of the woods to whom this might refer! Can you help us with any other clues about the original Anderson who received the pistols?
