The Yeomanry, Militia and Volunteer units were all amalgamated by the war office in on the 1st April 1908
5th and 6th Battalions Royal Warwickshire Regiment were Birmingham’s two new Territorial battalions formed from 1st Volunteer Battalion training at Thorpe Street at the Drill hall
The Cyclists in the photo shows the Cycle corps with the flags strapped to the bikes the other one shows them with the flags on manoeuvres
 
I should add all the info you want on The Royal Warickshire Regiments are to be found in Local Lad,Terry Carters book "The Birmingham Pals" Great Bloke if you have the chance to meet him
