It isn't - its a 'lowbridge' bus with an upstairs sunken side gangway, probably a Bristol chassis with Eastern Coachworks body. Rarely seen in Birmingham. (Sorry I'm such an anorak!)
Yes, Lloyd, I noticed the sunken gangway and the non-Birmingham staircase. I never saw buses in Birmingham built to that specification but a few in South Devon were.
