Don't know where in Birmingham this is, but can tell you it's a door knocker of some kind
 
Its not there any more because I changed it when my postman said I should get a bell like every one else.

It has been a long time since I have been close to the door of the H.O.M. but after making my first reply I thought "hang on I do recognise that door".

Do you know if it is one of a pair or is there just the one? I have this idea in my head that there are a pair and it will drive me barmy now until the question is resolved.

I don't really want to have to make a special journey to find out, this is all your fault Lloyd.

Oh bugger it, someone got it. I was racking my brains at work and then it came to me, The H O M. I got home to late.
