This has been discussed before, I was always told it was to deafen the noise of traffic, Chris B's reply post # 114 https://forum.birminghamhistory.co.uk/showthread.php?t=1260&p=134437&viewfull=1 also suggests this.

I think that when they enclosed it that the noise level was raised a little, so rubber blocks were used to cut down the sound of the wooden waggon wheels on the road. So as not to distract the customers inside the shop.
