Nice one John, I used to visit my Aunt Mable in Webster St in the late 60s before she moved to Great Barr:)
 
Apologies for I know I digress but looking at the two photographs above I finally found that there was street lighting attached to the lower sections of the poles supporting the tram wires.
What a measly light they would have emitted on the thoroughfare. Then look at those lights outside the Waggon and Horses. What a beacon of light they would have given out and an attraction to draw people in to sample their wares. I have noted this in a number of photographs posted of premises with large lamps above them.
So psychology was in practice even then.

Didn't need lights in those days Will, there was a Pub on nearly every corner you needed Sunglasses8) :)
