The Problems with Building HS 2

It seems that HS 2 is like Marmite, people either love it or hate it. Ever since it was first proposed there have been groups of people dedicated to ensuring that it never was made, but it is here and is under construction.

Those who oppose it like other pressure groups (about oil, animal welfare, or the varied mix that some prefer to champion) remain determined to stop it and as soon as anything negative appears voice their opinions yet again.

The latest was the report by the Government department, the Infrastructure and Projects Authority which in their last report for 2022/23 raised doubts about the completion of two of the three active HS 2 projects. When that report is considered in detail, it become clear that many of the Government projects underway are classified as Amber

Successful delivery appears feasible but significant issues already exist, requiring management attention. These appear resolvable at this stage and, if addressed promptly, should not present a cost/schedule overrun.

With HS 2 phase 1 and HS 2 phase 2a the red code was given
Successful delivery of the project appears to be unachievable. There are major issues with project definition, schedule, budget, quality and/or benefits delivery, which at this stage do not appear to be manageable or resolvable. The project may need re-scoping and/or its overall viability reassessed.

HS 2 phase 2b is presently Amber

Now, Crossrail previously had two red codes and now is Green
Successful delivery of the project on time, budget and quality appears highly likely and there are no major outstanding issues that at this stage appear to threaten delivery significantly

Crossrail is now effectively complete!

A question that must be asked is what criteria is used. For HS 2 the already published delays to completion of the Euston part and the delay to the Crewe section may be a contributory reason for the Red marker, but was this red marker issued before or after the decisions being made for delay and did their previously unpublished decision have an effect on the events that have transpired?

As to HS 2 phase 1 construction is underway along the whole route with extensive engineering commitments, at viaducts and tunnels. In Birmingham Curzon Street the growing size of the viaduct there is hard miss, or the weekly changes that are made there. At Bromford where the new depot is being made there is a vast tract of land where machines seem busy day in and day out.

It was also reported recently that the Rail freight partners at HS2, Britain’s high speed rail project, have lifted one million tonnes of spoil from its London rail logistics hub. That effort represents one fifth of the total tonnage anticipated throughout the lifespan of the terminal. The Logistics Hub, managed by HS2’s London Tunnels Contractor, Skanska Costain STRABAG Joint Venture (SCS JV), transports excavated material from the three large construction sites at Old Oak Common Station, the Victoria Road Crossover Box in Ealing, and the nearby Atlas Road site.
 
The matter of HS2 has been well discussed on the forum previously, with many giving their opinions. This is mainly a history forum , so let us leave this subject and concentrate our thoughts on the history of Birmingham and the area
