Sylvia and Wendy,
That was the official explanation. According to Gill & Briggs (History of Birmingham), the lease of the site was given in 1803 by W.P.Inge , and was " designed for the accomodation of the lower classes ". All seats were free. In 1897 The Colmore estate, who owned the land, cleared the site of 2475 sq yards, and then leased it to a local syndicate. This was after the town had expanded considerably. Sounds a bit like profit over everything to me. Wasn't there a similar case more recently with another landed estate and a bowling club ?
