Mystery Tool

I have 'inherited' the hand tool shown in these photos but have no idea what it was used for. Can anyone help? It is quite heavy for its size and each end if the curved edge of the steel blade is slightly chamfered, although this may be due to wear.

Looks like it may have been used by a Bookbinder or embossing leather?
