Not sure but judging by the number of people I think it was just a lodging house for girls.

On two of the bastardy orders she is listed as Celia Irene and I have just done a search for a Celia Irene Harper and came across this

Found a marriage of a William Harper to a Caroline Moses in 1906 so that all ties together.

Oh - that's OK (we like a challenge) - all I know is they are Celia's parents. I looked for a marriage of Harper and Moses as the mmn on the birth reg for Celia Irene is Moses. The rest followed.
I haven't looked for any info about them.
As I said this is conjecture but seems to fit. I can't prove she is the person you are looking for but ... ..on her own from 1925 she might well have been vulnerable as she also had no Mom from the age of 10 to guide her.

My thoughts exactly. The Celia I found seems to be an only child. Not sure if there were any relatives around but, as Lyn said earlier, attitudes to unmarried mothers back then would probably have meant Celia being thrown out anyway.
