Could someone kindly assist with me with finding information about golf tournaments and golfers in during the 1920s - 1940s?

What is the "Silver Putter?" Is it something awarded at each local golf course on a yearly basis, or possibly a regional/national award? Were there any golf courses in the West Midlands where one might win such a title?
