Might anyone have knowledge of this pub?

Dont know the City Arms but somebody will for sure but Lancaster St ran from the island at the bottom of Steelhouse Lane to Newtown Row I believe, not near Perry Barr at all. Unless there is another Lancaster Street of course?
 
There is a Lancaster St at Walsall off Broadway North. Thats pretty close to Great Barr, which is next to Perry Barr. I can't help you out about the pub though.

Regarding the Walsall lancaster road. The site of lancaster road is where athlone road now is. Using the facilities of https://www.ponies.me.uk/maps/osmap.html on an os map 0f 1921, it can be seen on the attached superimposed map (1) that lancaster road (on the site of athlone road) was not in existence in 1921.the area was not built on
