change to accessing WW2 records

I note it says that the fees are for "access to open and closed records." But surely closed records cannot be accessed?

"Access to closed records" may refer to records that are officially closed due to the 100 year ruling, but under the FOI the "requester" has provided a death certificate of the person they are requesting records for and proof of being next of kin.
