Carriage way in Hill St. 1897

My GG GF James Hamer died of general inanition in the carriage way on Hill St. I see Hill St near the rail station. Does anyone have any thoughts on where the carriage way might have been. Thanks

First thought would be that it just meant on the road and probably the road rather than the path.

My thoughts are that if an individual died of malnutrition or starvation then it is a possibility they died on a pavement, maybe in a doorway or similar.
