The Council Car Park, the ramp entrance was in Edmund Street just in front of the birdge. All gone now.

Just a guess - but If I remember correctly was this where the big Christmas Tree was erected - if yes its probably a H&S notice - perhaps the electrics were already in place?

On reflection I recon you are correct. I know there was a staircase going down to the underground car park, but I recall it may have been further back behind the fountain nearer to the library.
