Red Caps photo

Hello,
I have a photograph of four ladies in red tassled hats and a walking stick each. I say walking stick, they are not of the age that they would need a walking stick. On the back of this photo it says "Alice Rogers Red Caps" can anyone enlighten me to what organisation these ladies belonged to? The picture was taken in Birmingham and I know Alice was born and lived in Birmingham. The photo looks to be taken around the turn of the 19th/20th century as Alice was born in 1878.

Mmm, not so sure whether it would have had anything to do with the Suffragettes, I am so intrigued with these caps and cannot find anything relating to them anywhere. Thank you for your thoughts Eric.
