open spaces 1964

I don't know about Birmingham now but 'breathing space' is not left between new flats in London now, in fact some of the space between older blocks is filled in with new blocks.

Am I right in remembering that it was an actual requirement for a certain distance to be left between the 1960's blocks?
Obviously not the case nowadays :(
