He wouldn`t get very far today before the old bill felt his collar. He`s got plenty of rags but no bones (or goldfish ) He looks like he`s ready for the knackers yard himself!

I thought the rag and bone man (totter) usually gave a small amount of money for some items they collected. I can't say they were not a regular sight where I have lived.
I guess he called on a small back street garage by the look of the old car silencers.
