Fire Brigade WW2 photo Birmingham area - any idea of location or group?

20230409_102601.jpg20230409_102601.jpgI am looking for information on this photograph. My grandfather (William Joseph Neal) is to the left of the fellow in the front row in the suit. All I know is he was in the Fire Brigade during WW2 in Birmingham region. He also did some kind of arson ir other investigating?My Dad (now passed) said something about working near or at the BSA factory? In looking at similar photos everyone is in uniform, so does the man in the suit signify something? There is no date so I am just assuming this is WW2. I don't know what he did after the war. The family emigrated to Australia in the early 50s so it was before then. Any information is appreciated!
