Interesting. From what I can make out it seems to be a joint British/American initiative. I think they're saying that seed money will get it started until it can stand on its own two feet. It's good to hear something is happening with the site, but it must be a very big project. No mention of council involvement, so it sounds to me like it's long-term future will be relying entirely on community support to sustain it. Sounds ambitious but hopefully it's feasible.
