You had me confused for a while, it is in fact New Town Row
In 1968 Kelly's Directory,
143, New Town Row, Albert Walter Saywell, cycle dealer.

The Cycle shop owner Albert saywell lived in Derrydown road Perry Barr, I used to be friends with the son in the late fifties and sixties.
 
Late to the party but definitely Albert Saywell. I knew his son Brian (RIP) well. He was a fellow member of the Kynoch CC. Brian middle of picture late 60's. I got my first proper road race frame from Albert's shop. Carlton Giro D'Italia.nigelbriantom.jpg
