When was Moat Row cut?

Hello,

I am currently working on a series of videos entitled "Bham City Past and Present." I am working on it street by street (1 video = 1 street). And I would like to know when was Moat Row cut for development ?
Was it in the late 18th C when Thomas Gooch received an Act of Parliament that enabled him to overturn his uncle's will not to develop the Lord's Demesne?
Or was it after 1815, when the St Commissioners demolished the Manor House and redeveloped the site?

The survey of the excavations around the moat during around 2000 states that in 1731 the only development to the southwest of the Moat was a group of farm buildings, but this was changed after gooch was given permission to cut streets, an fairly immediately this led to the construction of Moat row and Jamaica Row. Later it says that by 1778 the Moat was surrounded by Moat row, Mowt Lane, and Jamaica Row
