Victoria Road Aston Manor - Kent Regiment - Chamberlain Celebrations July 1906

I've come across an old picture ( postcard ) which has intrigued me.
The postcard has a printed message - W H Baggs , 53 Victoria Road, Aston Manor, Birmingham, Xmas 1906 on the rear - and on the front Chamberlain Celebrations July 1906 - which I know relates to Joseph Chamberlain's 70th Birthday.

I'm guessing that the house pictured is 53 Victoria Road and it appears to be decked out with military paraphernalia of the Kents Regiment.
Can anyone shed any light on the property or the military connection ?
 
Ian, I have just seen your post. I can't throw any light on the PC, but my headmistress at Canterbury Road School was Miss Baggs. I bet they are connected.
Coincidentally the school was built in 1906.
