This is right at the limit of being able to extrapolate likeness.
It looks like it's a halftone dithered photo taken on an LCD screen (adding pixelation!) of a cracked and damaged, possibly already low-res photo. It was a worthy challenge and I've extrapolated likenesses from about the same level. I think the best bet would be to do portraits one by one instead of applying a one size fits all approach to restoring the whole photo.
Here's an attempt to do just that anyway. Best efforts.
