Public/CommonGraves

My great grandfather originated in a village in Northamptonshire, and moved to Birmingham in the late 1870's where he is recorded as a beer retailer at a pub. His widow carried on as a beer retailer at the same address for another three years. She remarried and moved to another pub, where her new husband is shown as licensed victualler, Pub.By the time of her death her husband had become a coal merchant. My great grandfather is buried in a public grave in Warstone Lane cemetery. Does this mean that although he ran a pub, he was as poor as his customers. I am trying to find where my great grandmother is buried, but am assuming she is also probably in a public grave. Did coal merchants have no money either.
