My guess would be Witton it was the first council cemetery. Witton opened for burials in 1863. The other possibilities would be Key Hill especially if they were non conformist opened in 1835, Warstone Lane opened 1847. If they were in the workhouse I would think it most likley they were buried in a public grave. My suggestion would be to send an email to Witton with the information you have posted here.
