hi folks...ive just found this pic of johnson st in nechells..the caption says heel and sole repairs...1971...i would say the date is correct looking at the cars but did we really still have the shoe repairers coming round with their carts as late as 71 ????? ive zoomed in to try and see if maybe its a window cleaner but can not be sure...

Looks like a ladder on the cart to me. Much more likely to be a window cleaner
