Illuminated floats in Balsall Heath

my uncle lived in pleasant terrace, mary street balsall heath, we used to visit alternate saturday's he came to our house one saturday then us to his house the next, i distinctly remember illuminated floats(possibly trams decorated up ) driving round balsall heath, was this to do with the end of the war or was it a regular sight back in the 40s/50s anyone remember
