I have a photo with written on the back Harriet Coughlin aged 18, My mother's maiden name was Coughlin so I looked Harriet up on the Family search site and this came up but to go further I need to pay the National Archives fee, anyone know better?

Isn't just the 1891 census record? There won't be a lot more to learn from it. Appears to be your mother's aunt, a younger sister of her father Charles?
 
Yes you're possibly correct, my cousin now in her grave did a lot of the Coughlin history that's probably where the photo came from.
I suppose I might take up Ancestry's latest offer and have another go at the tree.
 
I take it that the dob of 1888 fits when the photo of her aged 18 might have been taken.
