Cromwell, its a request for information on a R.Sigs site. Here is a copy/paste of the request.

My in-laws are in the process of tracing their family tree. It appears that one of my father in law's great uncles was a ''Foot Soldier's Agent.'' This was around the time of the Boer War, or so we believe. Can any of you budding historians tell us exactly what this is - they believe he may have been a recruiter, I on the other hand think this may have been a trader who used to move from camp to camp selling his wares - a forerunnner of the NAAFI chuck wagon no less.

 Here you are: https://www.scotlandspeople.gov.uk/content/help/index.aspx?r=551&992

Agent = Someone acting for someone else in an official, often financial, capacity

Agent for the sick and wounded at Gibraltar = Someone acting for someone else in an official, often financial, capacity/

From here: https://www.gendocs.demon.co.uk/trades.html
AGENT:
A person who acted on behalf of a company or another person.

From this it seems your agent may have worked on behalf of 'The Foot Soldiers', many of whom were illiterate, through no fault of there own.
