At first I thought it was the Birmingham and Midland Institute Building on Margaret Street/Cromwell Street, and although there are similarities it isn't the same. I then wondered if it was a plan for the building which was rejected in favour of another design.
I dont think its residential - far too many windows. My best guess is it's possibly a college or educational building (with arts emphasis - given the vast number of windows?). I'd say it's Arts and Crafts in design. Thats why I immediately thought of the BMI.
