David Barr - methodist connection

I have retired to north-west Norfolk after living and working in Birmingham for many years. I now attend Hunstanton Methodist Church. This year the church is celebrating its 130th anniversary of completion. I was intrigued to find this foundation stone referring to David Barr from Birmingham. I gather he was a staunch Methodist but know nothing else about him. Has anyone information that would explain how he came to lay the foundation stone so far from Birmingham?

to add to the above info i have found him living at 117 hagley road edgbaston on the 1891 census..occupation estate agent and local preacher..he is aged 60 looks like he died in 1910

That's brilliant. Thank you all. I wonder how he was connected to Hunstanton as he seemed be very active in Birmingham but less so nationally.
 
I wonder if there was a newspaper article about the stone laying ceremony?
there could be..no doubt someone can check the newspapers but like i said earlier maybe for some reason he just could not get to norfolk to lay the stone himself so it was done on his behalf
