Birmingham Tramway as suggested by George Francis Train

It is generally recognised that Parliament authority was needed for Street Tramway construction but George Train from Boston in America seems to achieve his tramways through local permission. The Birmingham Public Works Committee records his letter of 28th July 1860 which suggested a street tramway from New Street to Five Ways and there was interest in the scheme but the permission required him to repair the road amongst other stipulations. It seems he chose not to proceed with his scheme in Birmingham, but did elsewhere with horse drawn line in Birkenhead.
