Ann Ellen Arrowsmith. Newspaper search 1891

Have just found out that a relative died as a child in 1891 and that the event was published in a newspaper.

I understand that some newspapers are available for online viewing, how could i find out if this paper was now available?

The newspaper is the Cheshire Observer dated 14 Nov 1891, and the article is about a young girl who died aged about three.

Her name was Ann Ellen Arrowsmith.

Any assistance would be much appreciated.
