Looking at Flightradar24 I can see aircraft are being diverted from the airport.

AT A LOOSE END. In the days of sail, when matelots were standing idle they were sometimes tasked with tidying the frayed ends of the many ropes onboard, presumably by whipping or splicing etc. Therefore, someone with nothing to do would find themselves “At a loose end.”
