    While we should not discuss the rights and wrongs of this, I believe the library was actually planned during the time the Conservatives/Liberals were in power in the council. But it is now being run when the Labour party are in power in Birmingham council.

    Windows usually keeps track of photos you have already downloaded from your camera and only downloads the "new" ones. Because you have installed a new version of Windows (10) it has no record of what you have already downloaded so it downloaded everything again. A quite reasonable thing to do.
