That could be but this whole thing seems like a deception plan to throw potential followers off track. Given the times and ability or lack thereof for people to follow her. Sorry to be cynical but that is the sense that I have.
As a point of reference for me: are the costs shown for those apartments, the purchase/ownership costs and are they considered the norm for that type of area or are they high or medium. Just trying to get a benchmark.

I remember going to the traction engine show at the Science Museum, late ‘50s as i recall. Not sure if they were annual but I would see a poster while visiting the museum and make sure I went on the date.

What was amazing from the article that in 1850 the first building was built in 6 weeks using steel left over from Euston Station. Now that is innovation! Try that anywhere today, it would take six weeks to schedule the first zoom meeting, sorry!
The remediation depends upon phase1, or first phase findings are. There are some fairy tales regarding time. It depends on what the contamination is: printing ink, petroleum, plastics and adhesives are amongst the very worst.
I don’t know when that was but here back in early 90’s we were required to conduct what is called a phase 1 environmental ground study. I’m sure you have something similar. If you passed and they were/very strict you were good to go, fail and you had to more work and develop a remediation plan...
