    Based on the clues Phil I'm thinking it's might be Edgbaston and be something like Regents walk/way but as you can tell this is just a wild guess with no evidence to support it :)

    Chandeliers: These chandeliers sound very ornate - the workmanship involved in creating them must have been tremendous. I would imagine colour photographs were quite scarce at that time so that would have added to their novelty value.
