In regards a possible half brother. Samuel Thomas Crutchley was born in Stafford, the son of a William Crutchley and an Emily Fowler (no relation as far as I can see). So that tree, like so many unfortunately, is wrong.
So the person we're looking for is the father of Joseph Henry Dawson b1916 Walsall who is with his grandparents in 1921?
Which means he is not the William John Dawson b1878 who is with his sister in 1911.

Also think that Jane Elizabeth Horton possibly married a William Eli Dowen in 1921. So it may be that William Dawson (Jane's husband) died in the war.
They may have emigrated to Canada, there is an outgoing passenger record for a Jane E Dowen in 1928.

I think your dates are all correct. The 3 appear to be there on the 1945 ER, the next available on Ancestry is 1950.
Your only option maybe to check the ERs for the intervening years at the Library to see when each stopped being listed.

You have both a Nellie and an Ellen listed which is probably just one and I'd also guess that Sissy is Sarah Ann.
I now think it probably says Gager. There is another young woman of a similar age that appears to be listed as a Gager working for Brompton Bros in 1921.
