Resilience Team For Birmingham

Whilst surfing the Mail website i came across the The Birmingham Resilience Team , is this a new thing in Brum and what is their purpose can anyone enlighten me,thanks

A lot of councils seem to have them, possibly all. they seem to be what have taken over what used to be called Civil Defence.

According to the Mail, "The Birmingham Resilience Team plan and respond to different types of emergencies. They are made up of members of the emergency services and Birmingham City Council." They do have a web site
My understanding is that it brings together all the services so that there is a recognised command structure across the services in the case of a terrorist incident, major plane or train crash etc etc. or where an incident has the capacity to become a disaster (as today with a big gas leak). It's like corporate disaster recovery planning on a huge scale across multi-disciplines.
